How to create activex (.ocx file) in Delphi 2005?

I needed a tool to create a simple activex controls.
First i tried delphi 7 trial.
There everything was working well.
So i decided to buy delphi 2005 (my vendor said to me that all functions of delphi 2005 win32 works this same way as in delphi 7) and i've made whole registration proccess with succes.
But there is no "ActiveX control" nor "ActiveX form" in File|New|Other|ActiveX menu as it is written in help.

What is going on?
Is there mistake in help's?
My vendor was laying?
Am i doing something wrong?
